This word in the Greek actually means "Second Law". Moses is showing the Isrealites all the good things that God has done for them. This is an excellent practice for our human nature that gets caught up in the day to day.
The is the last book that Moses writes-and scholars feel that the end of the book is written by Joshua, due to Moses' death.
Biblical Terms:

My bible says Deuteronomy is a series of farewell messages by Moses. It opens with review of forty years in desert to promised land. he did not want new generation to forget the disobience of earlier generation.
